The Operator Agreement was entered by and between Shenzhen Hoimor Resources Holding Company Limited (“Shenzhen Hoimor) and Musina-Makhado SEZ (SOC) Limited (“SOC”) on Friday 3rd of March 2017. Dentons Guangzhou Office LLP has advised Shenzhen Hoimor on the operation for South African Energy and Metallurgical Cluster established in Limpopo province.
Shenzhen Hoimor will be entitled to operate and manage the South African Energy and Metallurgical Cluster after the signing of Operator Agreement; and is also the anchor investor in the zone. The initial expected investment will be US$3, 8 billion complex. The metallurgical cluster is expected to produce high grade steel for the South African domestic and overseas market, and its manufacturing capacity will consist of a power, coking, ferrochrome, pig iron, steel, stainless steel, lime plants and supporting facilities. SOC is also looking forward to having the spin-offs of this agreement stimulating the whole ripple-effect in terms of economic growth of the region of Vhembe and the province at large.
